What we’re responsible for

The Parish Council has a number of responsibilities, some of them advisory within the local government structure and some direct. The list below includes some of the main responsibilities that fall to the Council and that are included in its annual budget. Planning

All planning applications are assessed by the parish council and its views are taken into account as a consultee when Tewkesbury Borough Council, the responsible planning authority, makes its decision.

Defibrillators

Dumbleton Parish Council owns and maintains three Public Access Defibrillators (PADs) – one for each village in the parish. The PADs are essential in helping to improve the chances of survival of anyone who has suffered a cardiac arrest when combined with the use of CPR.

Footpaths and Footways

The council makes regular inspections of the footpaths in the parish, and any problems are reported to Gloucestershire County Council Highways Department or Tewkesbury Borough Council for further action.

Village Greens and Open Spaces

The village greens in Wormington and Dumbleton and the Open Space in Wormington are part of the Council’s responsibility for upkeep and maintenance. The village green at Wormington is also owned by the Parish Council. Each village green is protected by The Commons Act 2006 providing protection against restricted works on the land while the Open Space at Wormington is protected by The Open Spaces Act 1906.

Grants and Donations

The Council has powers to give small grants and donations to such bodies as community groups. There are strict rules limiting the donations that can be made in each financial year.

Speed Signs

Motion-activated speed signs in Dumbleton and Wormington are maintained by the Parish Council. The signs are repositioned on a regular basis in an attempt to reduce speeding through the villages – another cost that is part of the Council’s budget.

Litter Bins

The Council has to fund public litter bins within the parish, although the cost of emptying these is met by the borough council. There are currently 9 litter bins within the parish.

Dog Bins

Three dog bins in Dumbleton, one in Wormington and one in Great Washbourne are installed and maintained by the Parish Council with the cost of emptying them met by Tewkesbury Borough Council through their contractor, Ubico.

Bus Shelters, Benches and other street furniture

The Millenium bus shelter in Dumbleton and four benches within the parish are owned and maintained by the Council. Alongside these, the Council also maintains the noticeboards in each village.

Memorials

The War memorial and the Holland memorial in Dumbleton are part of the Council’s assets for maintenance.

Winter Resilience

The Council owns grit spreaders for self-help use by residents as part of the winter resilience plan. The grit bins across the parish are inspected regularly in the run up to and throughout winter to ensure there are sufficient stocks that are usable.

Consultations

The parish council is often asked for its views on a wide range of issues that are decided by other bodies. This could include, for example, public transport, regional planning or community safety.
